Would it be easy to start a two-year-type college?

The local junior college is booming. Overflowing. I have loads of both administrative and academic experience, and know lots of adjunct instructors. How hard would it be to start a two-year-type school with the basic 101-level courses? The goal would be for these credits to be transferable to a four-year school?
