When was the last trime the US officaially declared war and how do we get away with military action in foreign countries when congress has not declared war?

WWII. The POTUS can use his CoC title for 90 days w/o authorization. Remember, our constitution was designed to prevent action. It takes political will to move commitments thru 3 branches of government.
