How come Two Face/Harvey Dent never appeared in The Batman?

Hey guys I was wondering if anyone knew why Harvey/Two Face never appeared in The Batman cartoon series? He was in the early 90′s series but not this one. Anyone know?

Probably no particular reason. Or, maybe BECAUSE he was in Batman: the Animated Series. Also, DC tends to put bans on characters appearing in movies (this is why both Bruce Wayne and Diana Prince—AKA Wonder Woman—never appeared in Smallville). I don’t know that the ban applies to villains, however (Michael Rosenbaum continued to appear as Lex Luthor in Smallville, despite the villain’s appearance in Superman Returns).
