Superb Proof

High quality photo scanning?

I bought a proof set of my graduation photos and I want to scan them onto the computer so I could edit out blemishes with ps. Can someone recommend a scanner for the job? I really want superb quality since these photos are very important.
Do places like Black’s or Henrys offer scanning service? I suppose the quality will be better than doing it personally?
