This makes no sense, or you aren’t explaining the question fully.

Any combination containing more than 12 quarters, or 30 dimes will automatically be over $3…so…either there’s more to the question or the person asking it failed math.

Sure there are combination of 50 coins as described such that their sum would be less than $3 but that’s not what the question is asking.
