Roosevelt Great

What exactly made Franklin Delano Roosevelt a “great” President?
His “New Deal” injected the government into places it had never previously gone and drastically expanded the size of the central government, but unemployment was never below 12% under his administration and peaked around 25%.
His fire-side chats helped raise the spirits of the country, but had no practical purpose.
So what made FDR a “great” President?
He had a good loyal following in the news media.
The schools parrot what a great persident he was.
All I can see is that he prolonged the depression and got us into war.
