How do you I permanently get rid of the internet service registry pop-up on my computer?

I just bought a Hewlett- Packard computer and the stupid computer keeps asking me if I want to register with an internet provider. I keep picking the “No, do not ask me ever again” option but the stupid computer keeps asking me the same question 30 minutes later! Any HP owners who have the same problem? Is there any way I can get rid of it?
