What is the process to gain a residential proof from one state to another?

Say for instance I want to go to college in Illinois from Indiana, how could I cut down the out-of-state costs by gaingin an Illinois residence?Is there a process or what?

For a Commercial Drivers License, it requires proof of domicile, like a car tag or phone bill. But for college, the state will loose money if you do that, each state will be different, but most, you just cant move in and say “I am home now” and get in. Find someone in the specific state and ask them!
