people are offering to buy it for 100 dollars at ebay. i know its made of silver and all and its nice and clean and has a easy to see mint mark, but why pay so much?

The grade is quite high for a 1940′s quarter so people who want to put together a high grade set will pay the price. The coin also may have a nice strike and eye appeal that adds to a coins value also. NGC is the name of the grading company, Numismatic Guaranty Corp. the MS means mint state and the number 65 tells where the coin falls in the mint state grade range from MS-60 to MS-70. MS-66 for any coin before 1950 is quite high and some are very rare in this grade or higher. Brilliant Gem states the coin has great eye appeal. Hope this helps.
