It is one ounce of .999 silver and the value depends on what silver is at the time you sell it. Values change daily. At the close of the market today silver was $33.02 a troy ounce. That being the case a dealer would give you $29-$30 for it. Silver rounds sell for a percentage higher than spot and dealers pay a percent less when they buy. Being colored does not add value. Also it should not be called a silver eagle unless it is a US Mint item, in that case the coloring will make it loose its collector value and it is worth only the silver.
