Memorial Roll

I need to know how to make a stable free standing sculptured head of my late grandfather?

I have his ashes in an urn and thought about mixing them into paper mache pulp to make a memorial bust of him, problem is my Nan will want to display it on her mantle piece and I am worried the paper mache head might roll off and fall into the fire. How can I stop this from happening?

You may want to ensure that the base is heavy and stationary. You could make sure that the base has something in it like lead or some other heavy metal.
