When does standard commute & business miles start and end? At the first & last business stop of the day?

A person has a job taking them to different retail locations and their first stop is 3 miles from home and their last stop is 10 miles from home, is their personal miles for that day 13 or is it government standards to calculate personal miles as the first and last 20 miles (for a total of 40) of their business day? No personal stops along the way.

In order to answer this question, you need a few more pieces of information. Where is their ‘regular’ place of business? Is this a one time thing, or an every day thing? Is this person being reimbursed by their employer?
