Police report for forgery on loan documents?

Trying to help a woman who was scamedbig time by a used car dealer. They forged her name on bank loan credit app”s.”
I understand how to make the report, but wont the police need original documents? We are getting no where with the lender. It is just a “she said, he said” -But the forgery is very obvious.
Do we have a leg to stand on without original docs? Will the Police refer us to a prosecuter? The loan is nearly 20K? she is forced to make payments out of fear for her credit.
