Lahore Incidence – The Test of Pakistan USA Alliance

The events after cold blooded and brutal murder of three innocent Pakistanis on a busy road in the city ofLahore by an American national have opened many secrets for the Pakistani nation that is already caught in the trauma of uncontrolled terrorism.

It is a matter of great distress that countless people are killed every day in suicide blasts, bomb explosions, firings, target killings etc. but the efforts and sacrifices of our security agencies are proven useless and without any proper direction when they are not allowed to check the activities of suspicious people enjoying so called diplomatic immunity.

After the incidence ofLahore, it has now become quite annoying to see that our Government is gradually stooping to accept undue demands ofUSA that is threatening our national security. We all believe that if Raymond Davis the brutal killer of Pakistanis will be released that will put a stamp on the notion that Pakistani nation is virtually dragged into the slavery of USA where our lives, our property and our personal esteem will stand with zero value.

The nation appreciates the stance of Superior Courts on the issue of Raymond Davis but mounting pressure of USA on Pakistani leadership seems to be cracking the resilience generated by our valor courts. The issue of Raymond Davis opened a Pandora Box and has raised to a strong question that who is actually allowing these so called diplomats to roam so freely inside our territories to fulfill the hidden agenda of our enemies.

In my previous articles, I had seriously raised the issue of training the Indians and Bangladeshis in an abandoned US Military Base in an Island at Subic Bay, Philippines.

ISLAMABAD: As recommended by President Asif Ali Zardari and ordered by Zardari House Dubai, 150 Indians and 86 Americans were issued Pakistani visa putting the national security at risk.

The scandal that comes on the surface discloses that none of the visa cases were processed as prescribed under rules. A document made available to the foreign office (Copy available with this scribe) from thePakistan consulate inDubai says that the Americans given multiple visas illegally include one male and six suspicious ladies.

They had stated in their visa forms that purpose of their visit to Pakistanwas meeting the president or visit to the Zardari House,Islamabad.


The lady Ms Cathleen Margret, passport NO. 208330960 who had applied on
March 3, 2010 was issued multiple visa for 90 days the same day. In the justification submitted to the Foreign Ministry, the consulate said, the visa was issued without any inquiry under the specific orders received from Awais Tappi, stepbrother of President Zardari.

On the same day multiple visas were also given to two Americans for three months. They were Ms Mary Jane, Passport No 219245827 and Mr. Nicholas Louis, Passport No 208266130. Their cases were also recommended by Awais Tappi. On March 26 three more American ladies who basically hailed from Ukrainewere awarded 3 months’ multiple visas. They are Ms Luba Dembovsky, Passport No 217861895, Mrs. Larisa Dembovsky, Passport No 212813645 and Mrs Angelik A Vectoria. They had also noted that their purpose was also the visit to Aiwan-e-Sadr,Islamabad.

Just after five days another American lady Nicole Vernica, Passport No 203171445, was issued multiple visa for three month with the permission to visitIslamabad and Karachi. Instead of visiting the Aiwan-e-Sadr, they had noted to visit Zardari House Islamabad as their destination.


Sources said that Americans involved in suspicious activities had started using
Dubai and Aiwan-e-Sadr route after the Pakistan security agencies had adopted strict conditions for the issuance of visas and thePakistan Embassy in US had stopped issuing visa without scrutiny.

In all these security breaches one name is standing alone apart from the President of Pakistan and that name is Owais Muzzaffar, aka Tappi. A De Facto King in his place, he is behind major land scams and grabbing plots and valuables of people inPakistan through official endorsement. His present involvement in flushing terrorists inside Pakistanthrough Dubai raises serious questions about the integrity of the President of Pakistan.

ISLAMABAD: Once an ordinary mid-career civil servant in the Sindh province- Owais Muzzaffar, aka Tappi, is the de facto chief minister of the province today.


Known as Mr. Tappi, the name that may sound strange to ordinary souls but not to those occupying key positions in the Sindh regime or are knowledgeable in the business circles in Karachi, Islamabad and Dubai, the most powerful man in Sindh today is running the show from the Bilawal House, Karachi.


Both the advisor to the Chief Minister Sindh Sharmila Farooqi and Spokesman for the Bilawal House Ejaz Durrani denied this factor. Mr. Tappi was not available for his comments. However Tappi’s personal secretary Mr Junaid, who sits in the Bilawal House, when approached said that his boss was presently outside
Pakistan. Junaid, too, denied that Mr. Tappi was calling the shots in Sindh today.


Credible sources in the provincial government, however, confirm that the era of Zulfikar Mirza is over as Tappi is the man, who dictates what to do to all concerned in the provincial set-up. Tappi is the adopted son of Hakim Ali Zardari and a step-brother of President Zardari.


“A ruler is not bound by any law, as his word is, law is for the minions of the state and no one dare point out any law or rule limiting the authority of the ruler,” this is how a well-informed official source explained the rule of Tappi.


The source said that there was no such thing as a constitutionally empowered Chief Minister in Sindh since past two and a half years. “These days the ruler of Sindh is Mr Tappi,” said the source but Sharmila Farooqi’s reaction was, “Of course not”. Surprisingly Ms Farooqi even claimed that she did not know Mr. Tappi and suggested to this correspondent to talk to Mr. Tappi to ascertain his role.


Sources confirm while the very presence of his PS Junaid in the Bilawal House endorses that Tappi holds his court in Bilawal House where, the sources confide, even the acting chief secretary Sindh stands in respect until asked to take a seat; where all members of the cabinet and provincial bureaucracy are supposed to be on call and take all instructions from Mr. Tappi as commands of the Presidency. The chief minister has no role but to sign on papers and files sent to him as dictated by Mr. Tappi. These sources say that Tappi decides on all lucrative matters in the provincial government ranging from allotment of lands, reconstruction funds, sugar pricing and such other things. He is the ruler of Sindh and no one dare question his authority.


The Presidency Spokesman Farhatullah Babar has been inaccessible and perhaps shied of even responding to a question sent to him through a mobile phone message. The Bilawal House Spokesman Ejaz Durrani politely said that the reports about Mr. Tappi were part of the propaganda campaign launched against the president and the co-chairperson of the PPP.


When asked if Mr. Tappi held a seat in the Bilawal House, he did not deny it and said the Bilawal House was open for all the party workers. He though confirmed that Tappi was like a member of the family to the president, who, he added, treated all the party workers as the members of his family.


Despite these denials, the sources in the provincial capital revealed that Mr. Tappi had become so powerful that he recently made a horrible example of Dr Fazlullah Pechuho, former finance secretary of Sindh who delayed a few land allotment files of Mr. Tappi. 

He was removed instantly and had been left without posting since past two months. Mr. Pechuho’s punishment is horrifying for the bureaucracy as he is no ordinary mortal. He is brother-in-law of the president being husband of MNA Dr Azra Pechuho.

“The message was sent much earlier as well when Dr Zulfiqar Mirza was removed from the mantle of being the de facto Minister for Land Utilization (the CM being the Minister In charge officially) and Tappi was given this assignment and he brought his own set of officers in land department,” the source disclosed.


Tappi, it is said, was not taken very seriously initially as he did not have the aura of Home Ministry which Dr Mirza had but the removal of Pechuho from the prized posting of Finance Secretary sent the message loud and clear: Tappi is the ruler of Sindh appointed by the Saeen.


These sources said that the matter was further facilitated by giving additional charge of the post of chief secretary to the Senior Member BOR who has been holding such positions since past two months. The poor chap is acting like a personal servant to Tappi in the hope of getting a permanent posting as CS.


Though Sharmila claims that she is not familiar with Tappi, the sources say that the association between the president and the de facto CM Sindh goes back to decades. In the days when president’s father was running Bambino Cinema in Karachi and the family lived in the upper storey of the cinema building, one Muzaffar worked as manager of the cinema as well as the caretaker of the house, a source said, adding that one of his sons Owais frequented the house and was taken as a member of the family. In 1995, he was appointed as an Assistant Commissioner (now called DDO (Revenue)) in PCS by then chief minister without any exam by the Sindh Public Service Commission. Tappi went into exile in Musharraf regime and stayed with Benazir in
Dubai becoming a caretaker for the Bilawal House in Dubai. He absconded from the service throughout and returned after the death of Benazir Bhutto. The absconding DDO was allowed to resign respectably without any action.


The ex-DDO, the sources said, remained at low profile initially where he would pursue his matters through Dr Mirza and the chief minister. He also took help from Faryal Talpur, powerful sister of the president. In the process of over two years, he reportedly proved to the top man in
Islamabadthat there was no one else but Tappi, who could serve him well.


These sources said that he wanted a grip over all the provincial matters. He could not exercise his full authority in the presence of Fazal Pechuho, who had a say in provincial matters due to his relation with the president. His removal finally got Tappi the mantle he was aiming to get all these years. “The chief minister gets orders from him and the Acting Chief Secretary Ghulam Ali Shah Pasha acts most obediently before a former DDO,” confirmed a provincial secretary.


Tappi’s pomp and protocol matches his position. His motorcade, it is said, contains several police and rangers vehicles accompanying him all the time. All land matters at the provincial or even at the district level are to be cleared by him first. “He chairs all the meetings in the ante room of Bilawal House and passes orders to the ministers and officials, even when the president is holding another meeting in the next room during his visit to
Karachi,” a source said.

Amid these shocking revelations regarding the close aide of the President, the silence of Army, the intelligence apparatus and all the security agencies looks very suspicious and unclear. When the sovereignty of our nation is at stake due to backstabbing by our own ruling elite, why our strong Army and security agencies are watching from the shores that the Ship of Pakistan is sinking like Titanic. Not a single shoulder moved, not a single case registered and yet, the wealth of Pakistanis, the valuable properties are now at the mercy of Mr. Tappi and many aides the President of Pakistan.

USA is continuously claiming that Raymond Davis the killer of innocent Pakistanis enjoys diplomatic immunity and the same kind of immunity is also being enjoyed by Mr. Zardari who is the president of Pakistan.

In present circumstances, when Pakistani economy is fainting and the ruling elites are busy in looting and destroying this nation in shameful fashion then the possibility of Egypt like revolution cannot be ruled out.

The every day twist and turn in the issue of the brutal killings in Lahore are making this matter more and more complex. The suicide of one of the victim’s wife has narrowed down all the possibilities of an early release of Raymond Davis. The American media is also showing signs of distress and many independent journalists and writers have expressed their resentment on the mishandling of this issue by the Obama Administration.

The mystery surrounding Raymond A. Davis, the American former Special Forces operative jailed inLahore, Pakistan for the murder of two young motorcyclists, and his funky “security” company, Hyperion-Protective Consultants LLC, in the US continues to grow.

Just a security guy? Guns, shells, clips, multiple cell phones and batteries all found inDavis‘s possession by police

When Davis was arrested in the immediate aftermath of the double slaying in a busy business section of Lahore, after he had fatally shot two men in the back, claiming that he feared they might be threatening to rob him, police found business cards on him for a security company called Hyperion-Protective Consultants LLC, which listed as its address 5100 North Lane, Orlando, Florida.

A website for the company gave the same address, and listed the manager as a Gerald Richardson.

An investigation into the company done for Counterpunch Magazine that was published on Tuesday, disclosed that the address was actually for a vacant storefront in a run-down and almost completely empty strip mall inOrlando called NorthLanePlaza. The 5100 shop was completely empty and barren, save for an empty Coke glass on a vacant counter.

Now Tom Johnson, executive of a property company called IB Green, owner of the strip mall property, says that the 5100 address was rented by a man named Gerald Richardson, who used it to sell clothing. “We made him move out in December 2009 for nonpayment of rent,” he says. Johnson recalls that at one point when Richardson was leasing the space for his clothing store, he told him, “Oh, I have another company called Hyperion which might get mail there.”

Hyperion-Protective Consultants LLC, as reported in the Counterpunch article, is not registered with the Florida Secretary of State’s office, although it still lists the vacant 5100 North Lane, Orlando address as its headquarters on the company website, which also provides an email address for Richardson, who is described as the company’s “manager and chief researcher.” (Efforts to reachRichardson via his email and by leaving a message on the one functioning number listed on the website have gone unanswered.)

But there are other mysteries here, too, regarding Davis(whose name does not appear on the Hyperion-Protective website), and regarding Hyperion.

As reported today in the New York Times in an article by Jane Perlez, there is also a company inLas VegasNevada called Hyperion Protective Services. That firm’s 2006 registration information lists as its owners Raymond A Davis and his wife Rebecca J. Davis of 9811 W. Charleston St., Las Vegas, Nevada, 89117. It lists the company’s address as 9345 Boulder Opal Ave., Las Vegas. A registration in Nevada of that name says that Gerald Richardson “founded the firm” in 1999.

This company, which Perlez says claims it at least hoped to win government contracts, advertises its services (basically providing due diligence for companies making property purchases, and running background checks on employees), on a website called LasVegasComplete.com. On that site, it lists its website, which is the same original site for Hyperion-Protective Consultants, LLC, the apparently virtual company that was run out of Gerald Richardson’s clothing shop at 5100 North Lane, Orlando until he couldn’t pay the rent and got evicted, and that doesn’t have a listed number, or a person to answer the phone.

Meanwhile, the phone number listed for theNevada incarnation of Hyperion-Protective is a cell phone with aTucson, Arizona area code, which is registered to Raymond A. Davis. A call to that phone reached a recording of a male voice, with no mention of Hyperion-Protective, and no name offered, asking for call-back information. The call was not returned.

Perlez in her article, datelined Lahore, Pakistan, at least for the first time mentions the forensic evidence that both of Davis’s victims were shot in the back, and quotes police as saying that Davis had told them he shot the men not because they had menaced him with guns, as has earlier been asserted in the US media, based on statements from the State Department, but because “he believed that the men were armed.”

If that was the accepted standard for shooting someone inTexas or Arizona, half the residents of the state would be shooting the other half. It’s also a pretty lame justification for shooting two people in the back!

Perlez also confirms another point–the suspicious array of items that police found in Davis’s rented Honda Civic when they arrested him–though she diminishes their significance by offering the snide comment that the local Pakistani press has been “dwelling” on the items, as well as on his various, and mutually exclusive array of business cards, which included one listing him as working out of the Peshawar Consulate, on the edge of the Pashtun Tribal area, one listing him as a Defense Department contractor, and one listing him as an employee of the seemingly non-existent Hyperion-Protective Consultants LLC in Orlando.

The items that the Pakistani press are “dwelling” on though, as listed by Perlez, include a Glock handgun, a flashlight that attaches to a headband, and a pocket telescope. Unmentioned by Perlez, but also found by police in Davis’s car, were a large number of cellphones, including at least one satellite phone, a collection of batteries, bucketloads of bullets, both for the Glock and a Beretta allegedly used by Davis to kill the two motorcyclists in his pinpoint shots through his front windshield, and a load of M-16 shells. Police report that the bullets were high-powered killer projectiles not allowed in many countries. There were military-grade knives, wires, and a surprising array of high-capacity magazines for the handguns, too (like the one used to such devastating effect in the recent Tucsonmassacre that killed several people and left Congresswoman Gabrielle Giffords with a serious brain injury).

There was also something else police found that is profoundly puzzling and disturbing: a camera loaded with pictures of dozens of madrassas (religious schools) and other buildings aroundLahore.

This was not the run-of-the-mill armament for an embassy security guard (one of the various titles (covers?) that the State Department has claimed for Davis at the Lahore Consulate).

The US, which seems to really want this guy out of Pakistani hands, is reportedly threatening to cut off financial assistance to Pakistan and to cancel a planned visit by President Obama if Davis is not released–pretty heavy pressure for a low-ranking consular contractor–especially one who has admitted he shot two locals to death while apparently not working in any official capacity.

Perlez also uncritically parrots the USgovernment’s line thatDavis is “protected by diplomatic immunity under the ViennaConventions and that he must be released from custody.”

The problem, as I reported in my earlier Counterpunch article, is that Vienna Convention that Perez and the US government are relying on to demand his release states very clearly that any immunity for diplomats or consular staff does not apply to “serious crimes,” and it would be hard to imagine a more serious crime than a double murder, which is what Davis is currently being charged with.

What seems clear at this point is that Davis, 36, is not what the USgovernment is now claiming he is: a “technical advisor” to the consulate. That geeky description is belied by the eight or more perfect shots that he put, rapid-fire, into the two motorcyclists, shooting through the front windshield of his car.

His record –10 years in US Special Forces, supposedly ending in 2003–and his shell “security” company in the US, with its faked addresses, suggest strongly that he is working for the US, either in some intelligence branch, or more likely as an employee of some mercenary-for-hire company like Xe (Blackwater). In fact, a former long-time Army Special Forces veteran familiar with black-ops, speculates that Davis may still be in the Special Forces. He says, “Consider the strong possibility of our man being active-duty military, notagency, not contract. Military people from special units have more and more taken responsibility for covert ops, especially those that involve shooting.”

This veteran adds, “Military folks are sometimes given an “official” cover, ie, a diplomatic passport and some BS story about what they do (consular section, eg). This is a problem, because it violates agreements with the host nations about reporting how many military are in country, and covers some sensitive operations. Thus the panic of the Department of State et al right now.”What Davis was actually doing on his ill-fated drive into the commercial heart of Lahore when things went wrong is up for grabs.There have been several reports in the Pakistani press, unmentioned by Perlez, that the two men he killed were not, as initially reported by the US, petty thieves, but were actually agents working for Pakistan’s intelligence service, the ISI. Today, ABC’s Nick Schifrin, who has been the best reporter on this story in the US corporate media, reports that while the State Department “adamantly denies” the claim (big surprise, that!), four Pakistani officials, off the record, have told ABC that the two men Davis killed were ISI agents assigned to tail Davis because he was a spy who had “crossed a red line.”

What “red line” might that be? Again there is further speculation inPakistan‘s media thatDavis may have been involved in some kind of covert US program to actually finance or orchestrate some of the bombings that have been rocking, and destabilizing Pakistan. (Certainly that could be an explanation for the stop at the ATM for a bundle of cash, and for all of those cell phones recovered from Davis’s car, which could serve nicely as bomb detonators–a popular method adopted by terrorists everywhere– though of course they could also have been dedicated lines or throwaways for “cutouts,” as one veteran of such black-ops notes.)

The suicide by rat poison of the 18-year-old bride of one of the two slain men would seem to point to the victim’s being more than just a petty street thief, too. The young woman, from her hospital bed, before dying, said that she was killing herself because she despaired of seeing justice done for the murder of her husband.

The suspicious position of Raymond Davis in the case of multiple murders becomes a question mark for the US Administration which claims thatPakistan is its ally in the war on terror. People of Pakistanalready feel quite surely that the problems that are faced by the nation every day are aggravating due to American policies in this region. Without proper direction and without specified goals, the approach ofAmerica in this region is like a fast running blind folded horse. American Government should reassess their approach and should try to build some trust in the hearts of the common Pakistani people. It would be better for America to leave the issue of Raymond Davis for Courts and undue pressure that has been severely exerted onPakistan to accept Raymond as a Diplomat would only complex things that are already messing up with every passing second.

It is also the duty of the media and most importantly of the political leadership to handle this issue in the best interest ofPakistan. We cannot see our people dieing helplessly by the hands of those who find themselves not answerable to any court of law.

Pakistani nation’s unity on the issue of Raymond Davis is a key factor that has strengthened the shoulders of the Government to bear the enormous pressure exerted by the US Government. Pakistanshould act as a resilient and a sovereign country when National interests are to be protected. We should be more vocal against the Drone attacks that killed numerous Pakistanis since last few months. We should express our anger on the issue of Drone attacks more aggressively than the issue of Raymond Davis. It is very true that Drone attacks are the main reason for the emergence of revenging youth that come out of the regions under attack in the tribal belt of Pakistan.

We should as a nation stand united and should multiply our anger if any wrong action is taken by our Government against the esteem and sovereignty of our Country. PakistanZindabad.
