How was John M. Clayton important to Delaware and NOT the U.S. government?

Its the guy from the 1800s. how was he important to Deleware’s statehood?

From what I’ve read, he was a good orator and speechmaker and eventually would become secretary of the state. He was also became senator when he was young. I guess the Delawarians were proud of his accomplishments. He has towns and buildings named after him in delaware.
