Vermont had all of about 20 slaves when slavery was abolished, so it was not a huge political issue. Vermont was not part of the United States at the time, but was an independent republic fighting Britain as an ally of the USA. The President was Thomas Chittenden, who was one of the leaders to abolish slavery. After Vermont joined the Union in 1791 he served a couple terms as Governor.
