How long can I open my windows before I have to worry about the water/heat pipes freezing?

I live in a 4 story walk up (2nd floor) and have hot water pipes for heating. It is always so hot in this place. The temp. reads +30 degrees (have no idea what it is in Fahrenheit) and I’d like to open the windows to let some cool air circulate. I have only a large patio/balcony window.
